Graduate Certificate in Program Evaluation
Basic Certificate Description:
This 15-hour Certificate in Program Evaluation (CPE) is designed to meet the needs of students interested in developing foundational skills in program evaluation and research methods (including quantitative, qualitative, and mixed-method approaches). Skills in conducting formative evaluations, using stakeholder focus groups, and bringing the lens of implementation science to the planned collection and analysis of data make these courses unique from most other research and statistics courses at UTSA. The CPE is offered through the Department of Educational Psychology in the College of Education and Human Development.
The Certificate in Program Evaluation allows non-degree-seeking students (e.g., professionals in the San Antonio community) as well as graduate students in COEHD and other Colleges to obtain recognition of advanced studies in Program Evaluation by completing a 15-semester-credit-hour course sequence. This certificate conforms to the training guidelines of the American Evaluation Association (AEA), which is the primary professional organization focusing on program evaluation training, supervision, and competencies.
Why Pursue a Graduate Certificate in Program Evaluation?
The Certificate in Program Evaluation offers an opportunity for local professionals and students across the university to develop advanced skills in program evaluation. Obtaining this certificate will increase the certificate recipients’ competitiveness for job opportunities in their respective fields.
The range of job opportunities available to graduates from these programs with training in program evaluation is extensive. These employment opportunities can be found locally and nationwide in educational, organizational, and business settings. One listing of jobs in the field of program evaluation is the website of the American Evaluation Association (AEA), which typically has over 200 job postings nationwide and appears to add approximately fifty each month. These jobs include Evaluation Specialists for non-profit organizations (local and national, such as United Way, The Children’s Trust), Research Associates for state and private health facilities, and Directors of Monitoring, Evaluation or Research within national and international organizations (e.g., World Health Organization, American Cancer Society). Other postings are for positions in federal and state governments (e.g., National Institutes of Health, state Departments of Human Services) and local public health departments. Evaluation positions at universities also are regularly posted. School districts seek professionals with expertise and training in program evaluation to work in their evaluation and assessment departments. The greatest local demand for professionals with advanced training in program evaluation appears to be in local and state education-related positions.
The certificate’s course sequence will be such that each course will be offered once per academic year, and EDP 5303, 6103, and/or 6203 (or equivalents) must be taken before EDP 6303, 6313, and 6323. Thus, the shortest time to complete all certificate coursework is two academic years.
Candidates may take no longer than five years to complete 15 credit hours. Similarly, no courses taken previously that are to be used as substitutes for the foundational courses can have been completed longer than 6 years prior to the date of CPE completion.

Admission Requirements and Prerequisites
Current degree-seeking students can apply for CPE admission through the Department of Educational Psychology. Non-degree seeking (i.e., certificate-only) students can apply for CPE admission through the Graduate School admissions process.
All students seeking admission to the Certificate in Program Evaluation must be in good standing within their departments. Non-degree seeking applicants must have been in good standing at the institution from which they earned their Bachelor’s degree and the institution from which they request to transfer graduate coursework as substitutes for either foundation courses. Those institutions must be regionally accredited.
Required Degree: A baccalaureate degree from a regionally accredited institution in Education, Psychology, Public Administration, Economics, Sociology, or related field
GPA of at least 3.0 (on a 4.0 scale) in the last 30 hours of their baccalaureate degree program coursework and all graduate coursework
Departmental requirements include:
Application: Non-degree seeking (i.e., certificate only) students will complete the Graduate School application. Current degree-seeking students can apply for the CPE admission through the Department of Educational Psychology. Contact the advisor for the program for more information.
Transcripts: Official transcripts for all undergraduate and graduate schools attended regardless of whether a degree was received
Resume or Curriculum Vitae: Provide a current resume or CV
Statement of Purpose: Provide a personal statement describing her/his interest in pursuing a Graduate Certificate in Program Evaluation, ultimate plans for using the certification professionally, and any prior formal or informal experiences in program evaluation.
Professional References: Provide the names and contact information of two individuals who have agreed to serve as personal references for the candidate and who can address the candidate’s potential for success in the CPE. For those who have been in the workforce for an extended period of time, these recommenders may be other professionals who have served in a supervisory capacity, although it is preferable to include at least one academic reference.
Other: Based on deficiencies or concerns by the CEP Program regarding any of the information provided, applicants may be denied admission to the CPE. Assessments by faculty of CPE coursework of field- or practicum supervisors also may result in dismissal of candidates from the program if deemed by the Coordinator if there is sufficient evidence to suggest that candidate may engage in unprofessional behavior or improper implementation of program evaluation methods.

Minimum IELTS Score (for International Applicants): 6.5
International students and those with international degrees may be required to submit additional documents per our admissions policies and procedures. The Graduate School reserves the right to request any additional documents needed to fairly and consistently evaluate applicant credentials.
